- Ground stop — the hard one. Flights bound for the affected airport are held at their departure airports. Issued in short blocks, typically 30 to 60 minutes, and extended as conditions require. If you have not boarded, you are not going anywhere soon; if you are already airborne, you are unaffected.
- Ground delay program — the common one. Arrivals are metered to match a reduced arrival rate by assigning each flight a controlled departure time. Delays are spread across hours, average 45 to 120 minutes, and hit later flights hardest.
- Arrival or departure delay — the mild one. No formal program; the airport is simply reporting queue times, with a minimum, a maximum and a trend. A trend of “increasing” on a clear afternoon usually means a program is coming.
- Airport closure — rare and unambiguous. A runway incident, a snow-clearing operation or a security event has stopped operations entirely.
The Reason Code Predicts the Duration
Every FAA program carries a cause, and the cause is the best available estimate of how long you will wait. Weather is the most common and the most variable: a summer convective line over a hub clears in an hour or two but may re-form; a winter low-ceiling event can hold an airport at reduced capacity all day. Volume means demand simply exceeds the airport’s throughput — predictable, usually confined to the afternoon and evening banks, and it eases as the schedule thins. Equipment means a radar, a communications link or a navigation aid is out, which is unpredictable because it depends on a repair rather than a forecast. Runway means a closure for construction or maintenance, which is planned and therefore in the operations plan hours ahead.
Why the Weather Line Is the Early Warning
The flight category on the conditions card comes from the airport’s current METAR observation, and it is the single most useful leading indicator in this whole tool. Airports run two very different arrival rates depending on visibility. In VFR conditions controllers can use visual separation and run parallel runways independently; a large hub might accept 100 arrivals an hour. In IFR conditions — a ceiling below 1,000 feet or visibility under three miles — everything goes to instrument approaches with greater spacing, and that same airport might accept 60. Demand does not fall to match, so a queue forms and the FAA issues a program. Several times a day the Air Traffic Control System Command Center publishes an advisory naming the constraints it expects. Entries read like “AFTER 1500 — SFO GROUND STOP/DELAY PROGRAM PROBABLE”, with times in UTC. The vocabulary is deliberately graded: possible means it is on the radar, probable means controllers expect it, and a named program with a time means it is essentially decided. This is the closest thing to a delay forecast that exists, and it is published hours before the programs are actually issued — which is exactly when a rebooking is still cheap and seats are still available.
What a Delay Program Actually Does to a Connection
Connection risk is not really about the delay length; it is about the delay length minus your slack. Domestic minimum connection times run roughly 30 minutes at a small airport and 45 at a large hub, and those numbers assume an on-time arrival, an assigned gate on arrival, no terminal change and no bags to recheck. Each of those assumptions is worth real minutes: a terminal change at a hub like Atlanta or Dallas costs 10 to 15, and rechecking bags after an international arrival costs 20 to 30. Work it as arithmetic — scheduled layover, minus your origin delay, minus the complications, compared against the minimum — and the answer is usually obvious well before the gate agent tells you. If the margin is thin, the useful move is to request the rebooking while you are still at your origin airport, where you have an agent, a full departure board and hours of options, rather than after you land into a missed connection with everyone else on your flight.
Limits Worth Knowing
This feed covers airports and airspace, not individual flights. It will not tell you that your specific aircraft is stuck in Denver, that your crew is timing out, or that boarding is late — those are airline problems and only your airline sees them. It also only reports airports the FAA is actively managing, so a small airport with no entry simply has no constraint reported, which is good news rather than missing data. And the operations plan is a forecast: “probable” is not a promise in either direction.
